Raytheon Builds on Supply Chain Management Successes
Reminder: Our blog articles are neither sponsored, sanctioned, nor endorsed by The Raytheon Company nor any of our clientele.
From time to time we like to remind readers that even the most compliant cost accounting and contract management means little if the firm’s portfolio of projects is executing poorly. Who cares about FAR and CAS if your project/program is behind schedule, over budget, and missing key quality and technical specifications? Companies that fail to focus on executing the project/programs they have quickly find that it’s difficult to win new work, and when new work dries up even the accountants need to find new employment. Every back-office bean-counter needs to remember that it is the programs that keep people employed.
Once upon a time we were part of a dedicated group focused on examining effective project/program management, and two truisms emerged from our time with that group:
- The current environment in which aerospace/defense programs are being executed is significantly different from the environment in which such programs used to be executed during the Cold War and the Space Race.
- Many A&D companies—perhaps the vast majority of companies—not only have failed to make the necessary management changes to address the impact of the changed execution environment, they have failed to recognize the significance of the changes.

Raytheon: Leading Global Transportation Innovation and Security
The technology and innovation that propels so many facets of our lives can now move the way we travel forward in quantum leaps, and Raytheon Company is poised to lead the way in that transformation.
Raytheon’s Network Centric Systems (NCS) business provides global transportation management and security solutions in three discrete areas: air traffic management; highway transportation management systems; and border and critical infrastructure protection solutions. NCS is at the forefront of integrating information from each of those areas of expertise to create a seamless and more efficient travel experience for the user and government customers.
In airspace management, Raytheon is the world's leading supplier of Communication, Navigation, and Surveillance/Air Traffic Management (CNS/ATM) solutions. Raytheon has provided more than 350 automated ATM systems to customers around the world -- more than any other provider -- and more all solid-state ATM surveillance radars than all other manufacturers combined.
Raytheon’s Highway Transportation Management Systems (HTMS) provides advanced and reliable electronic toll systems on three continents. To meet the complex needs of the highway industry, HTMS draws upon Raytheon's extensive experience in producing innovative defense and automotive electronics and managing large-scale systems development projects.
NCS’s Homeland Security business area provides solutions for border and perimeter security and surveillance and tracking. Raytheon has proven expertise in emergency management systems, advanced electronics and IT systems that provide 21st-century solutions to tracking, monitoring and identifying potential threats. Raytheon technology can strengthen airspace management and public safety networks, and harness the technology to Detect, Protect against and Respond to threats.
Air Travel Today: Demand Outpaces Capacity
Every day, more than sixty percent of the world’s air traffic passes through U.S. airspace. The current hub-and-spoke air traffic management system is overburdened and can only handle 30,000 flights and 2 million passengers per day.
Growth in air travel is outpacing current and near-term planned capacity; air traffic and security requirements are increasing faster than the government and the private sector can handle.

http://en.wikipedia.org/wiki/USS_Scorpion_(SSN-589)
Excerpts:
1) USS Scorpion (SSN-589) was a Skipjack-class nuclear submarine of the United States Navy, and the sixth ship of the U.S. Navy to carry that name. Scorpion was declared lost on 5 June 1968 with 99 crew members dying in the incident. [2] The USS Scorpion is one of two nuclear submarines the U.S. Navy has ever lost, the other being USS Thresher (SSN-593), which sank on 10 April 1963 off the coast of New England.[3]
2) Service history
Scorpion's keel was laid down on 20 August 1958 by the Electric Boat Division of the General Dynamics Corporation in Groton, Connecticut. She was launched on 19 December 1959, sponsored by Mrs. Elizabeth S. Morrison (daughter of the last commander of the World War II-era USS Scorpion, which had been lost with all hands in 1944), and commissioned on 29 July 1960, Commander Norman B. Bessac in command.

Excerpt:
The Hague Conventions were two international treaties negotiated at international peace conferences at The Hague in the Netherlands: The First Hague Conference in 1899 and the Second Hague Conference in 1907. Along with the Geneva Conventions, the Hague Conventions were among the first formal statements of the laws of war and war crimes in the nascent body of secular international law. A third conference was planned for 1914 and later rescheduled for 1915, but never took place due to the start of World War I. The German international law scholar and neo-Kantian pacifist Walther Schücking called the assemblies the "international union of Hague conferences."[1] and saw them as as nucleus of an international federation that was to meet at regular intervals to administer justice and develop international law procedures for the peaceful settlement of disputes, asserting "that a definite political union of the states of the world has been created with the First and Second Conferences." The various agencies created by the Conferences, like the Permanent Court of Arbitration, "are agents or organs of the union."[2]

These new weapons initially devised and developed by the Holland Torpedo Boat Company were now legitimized as genuine naval weapons by the world's most modern industrialized nations during the early part of the 1900s. They were meant to abide by the Hague Conventions of 1899 and 1907, see submarine warfare, but during World War I Germany adopted unrestricted submarine warfare.
